					<description>"Rotoscoping" refers to the explicit art of animating film frame by frame. I'm sure there are some video editing softwares out there that have filters that may generate similar effects much like cutout is to Photoshop. Although I wouldn't recommend it as it would produce mediocre, sub-standard results, it could be a start. I personally know Adobe premiere has several Video filters you may want to experimet with.
